Within each form, you can can designated who has access to the forms. Here is example where Ed Paulsen does not have access to a form (Settings/Form)
When logged on as Ed Paulsen with this form selected, no submissions of this type appear:
However, if Admin Clicks on Assign User and Assigns the specific submission, Ed Paulsen will now have access

When Ed Paulsen logons and searches for this specific form, the form that was assigned is now available:
